The future of Westwood Village

The future of Westwood Village . For years the Village has been caught between anti development vs. development. These changes affect surrounding communities around UCLA including  Holmby Hills, Bel Air, Westwood Hills, The Wilshire Corridor, etc. Learn more about what is being proposed for the area.

Fortunately, through neighborhood councils, residents are talking about their desire to retain the small town feel of Westwood Village vs. the new proposals for more housing. In addition,the metro station purple line and the Olympic games are coming. The future of Westwood Village includes the Armand Hammer Museum expanding. Firstly, Westwood Village is surrounded by million dollar properties on all sides. The Wilshire Corridor, Little Holmby, Westwood Hills, Bel Air, to name a few. There is a lot of wealth and disposable income in the area. This is very appealing to developers. There are UCLA students and faculty. Secondly, The future of Westwood Village has been surrounded by controversy about development. The Casden project, developed  many years ago, received a lot of resistance to a large project in the Village. Once approved, it provided more housing, Trader Joe’s, parking , other retailers and restaurants for the Village. In addition, the former Bullocks location houses  “supersize” Ralph’s ,parking and City Target. The increase in parking spaces helped bring more residents to the Village. Also noteworthy, developers see that it could be a larger booming retail, shopping, and restaurant mecca. Historically students have not been big spenders to support retail. Interestingly, the development of City Target and Ralph’s draws large numbers of students and residents. Not Surprisingly, Trader Joe’s and its neighboring fast food stores are thriving. The project’s parking lot  is a convenience.  Specifically residents have stated that part of the lack of shopping in other parts of Westwood is due to difficulty finding parking with ease .

Thirdly neighbors and community councils have mixed feelings about retaining the small town feel the village exudes. Uniquely, Westwood Village still retains a small town feel. Thursdays draw in locals and people working in the community at the Farmers Market. Surprisingly the area still has historic buildings and many low rise buildings contributing to the era gone by landmarks that sustain memories of the past.

Holmby Hills proposed HPOZ  terminated on Sept 30, 2016 .

In a letter from Paul Koretz , Council Member to the 5th District for the Holmby Westwood Community, Mr. Koretz announced his reasoning in making this decision .Mr Koretz stated in the letter ,”I have listened and met with all sides and points of view and my office has attended numerous community meetings regarding this issue. The common theme with the Holmby Westwood Community is a strong desire to protect the neighborhood. It is also clear, however, that the proposed HPOZ is not the type of protection a majority of the community is seeking. “ The letter goes on to elaborate this decision further.

At a time when people feel their voice is often unheard by their politicians ,many Holmby Westwood residents feel the voice the majority expressed was heard!. Paul Koretz took a bold move and reversed a proposed HPOZ when he determined the majority of homeowners did not want a HPOZ in this neighborhood. Discussions within the community continue. The entire HPOZ proposal can be viewed online.

Paul Koretz office had to give great consideration to the many voices and differing opinions in the neighborhood. After much thought and communication within the community the office decided it had to redirect their efforts within the community.

Many Los Angeles proposed HPOZ’s continue to be met with opposition and mixed views. Communities like Carthay Circle and Miracle Mile as well as Venice . have proposed HPOZ’s.(http://www.preservation.lacity.org/hpoz ) Many neighborhoods have adopted HPOZ’s and are happy with them. I have received several calls from residents of different districts wanting to understand more about the issues faced by Holmby Westwood  and how they garnered support to stop HPOZ in the Holmby Westwood neighborhood. Presently the ICO and BMO  are in place. The ICO is set to expire in March of 2017. The BMO is in place.What is ICO and HPOZ ? More discussion within the community about what kind of changes they hope to see and what neighbors can do within communities to improve their voice is the result of the HPOZ process . Home buyers in Los Angeles need to know more about these Ordinances in communities that are affected.

What does this all mean for the neighborhood? Holmby Hills proposed HPOZ terminated will pave the way to new discussion about how to maintain the character and quality of a neighborhood as developers seek to maximize square footage and remodel and build within the community. Many believe it will help property values continue to rise in keeping with the economy as potential to remodel homes that come on the market is now less restricted.

Holmby Hills continues to be one of the most sought after communities to live in Westwood. Great schools, proximity to all Los Angeles has to offer, parks, places of worship close by and charming streets make this a highly desirable community to live in. Beverly Hills is within minutes as is Century City and freeway access. Holmby Hills is neighbor to Bel Air and UCLA. Property values continue to rise. For many years homeowners did not sell often in the neighborhood. Many older homes are coming on the market and the lift of some restrictions to build and remodel will bring more change to the neighborhood. Many in the community want to revitalize Westwood Village . There is a tremendous amount of construction of new homes taking place just south of Wilshire in Westwood where similar restrictions have not been in place. Holmby Hills is located North of Wilshire in Westwood.

This 5 bedroom home in Holmby Hills is currently for sale for $6,100,000. potential buyers are relieved to hear they can make changes to the home on this large lot,(22000+ sq ft) with 5110 sq ft. There are several sub neighborhoods within Westwood. There is Little Holmby,  Holmby Hills, West Hills, (Warner Ave Elementary)Comstock Hills  which is East of Beverly Glen. The area South of Wilshire between Beverly Glen and Veteran bordered by Santa Monica Blvd (Fairburn Elementary School). You have the neighborhood to the East of Westwood Blvd and Sepulveda. There are the homes South of Santa Monica Blvd to Pico which span E of Beverly Glen to Sepulveda. There are great schools that are the foundation of the community along with parks, restaurants, theaters, places of worship, shops etc. Westwood real estate is changing around Westood Charter Elementary and the homes that surround it are also where new home construction and remodeling are occuring.

With interest rates low there is a lot of new construction. To the North of Wilshire there is an ICO and Possible HPOZ (see previous articles I have written) To the South of Wilshire all around the Fairburn School district there are many new homes being built. There is no restriction to build new homes and remodel.Prices of tear down houses are around $1, 400,000.00 and they are being replaced or renovated with homes that are anywhere from 2 million to 5 million. Because the neighborhood is so central to all Los Angeles has to offer and the great schools there are families looking to move into the neighborhood embracing construction with all the latest finishes. Cesar stone counters, wide wood plank floors, walk in closets, kitchens with family rooms integrated and open floor plans opening to backyards for outdoor living are just a few of the features you will see in the newer homes. New homes often include screening rooms, large garages, top of the line materials, maximum use of space.

Westwood real estate is changing. There will continue to be more remodeling and construction . Demand is high in the area, interest rates are currently low for builders to get money to remodel and build new homes as the area to continues to meet demand.

Westwood has a complex history but to give you a general idea of the development of Westwood it was planned during the 1920’s through the 1950s and involved thousands of acres that were Eleven development units. The Janss Investment Corporation created many of the great developments of Los Angeles

The History of Westwood Real Estate is very interesting. The area was originally owned by a Spanish soldier. The land was Ranch and farm land .In approx. 1884 some of the land was sold and the Government was deeded 300 acres for what is today the Veterans Administration. The Westwood Village Memorial Park cemetery is from this time period. In 1962 it became famous as resting place that now includes Marilyn Monroe, Dean Martin, Mel Torme, Darryl Zanick, Farrah Fawcett ,Natalie Wood, Jack Lemmon, Frank Zappa.The land was sold many times, partially to the Los Angeles Country Club, them to the Danziger family, and to Alphonso Bell who developed Bel Air.The History of Westwood Real Estate includes Holmby Hills Real Estate.

In 1919 land was sold by John Wolfskill to his heirs and Arthur Letts founder of The Broadway Dept Stores/Bullocks. Letts developed the area named “Holmby Hills”. Arthur Letts son in law Harold Janss and his brother Edwin Janss developed the Southern end Westwood Hills between Santa Monica and Pico. In the 1920’s Fox Studios purchased land. In 1925 the University of California purchased land. During this time the business and shopping district ”Westwood Village” was created along with residential communities . This area, neighboring UCLA was meant for a “high class residential community” .Holmby Hills was named after Arthur Letts estate in Hollywood and his family estate in Holdenby, England. The streets were named after English Locales.
Clark Gable, Bing Crosby, Jack Benny, Neil Diamond, Aaron Spelling, Frank Sinatra, Sonny and Cher, Hefner, Jane Mansfield ,Robert Taylor and Barbara Stanwick, were all one time residents of the area
In 1955 the Janss brothers retired from developing Westwood and sold their remaining interests. South Westwood blvd by Pico running north was a business district. Emerson Junior high was opened on 10 acres of former Harold Lloyd Studio grounds In 1936 many buildings along Beverly Glen were developed. The Morman temple was also part of the Harold Lloyd grounds.

Westwood Hills as the neighborhood East of Veteran lying North of Wilshire and South of Sunset is comprised today of 607 single-family homes. Westwood Hills is to the West of UCLA. Its charming Montery style rolling hills are home to many faculty of UCLA, families attending Warner Ave Elementary, and legendary stars who found privacy in these charming streets.

The first residential subdivisions were sold around Santa Monica and Pico Blvd East of Sawtelle. Because there was already a community named Westwood in Northern California, the community was renamed Westwood Hills. In 1957 20th Century Fox president announced their real estate division would develop what is now Century City. In the late 1930’s there were scattered homes in the “Fox Hills unit “ by Century City. To the North of the Fox hills unit stretching to Beverly Hills high school was a golf course that became part of Fox Studios back lot. Sinai Temple was originally downtown and moved to Wilshire and Beverly Glen in 1960. The Sephardic Temple Tifereth Israel was also purchased on Wilshire by Warner Ave at this time.

In the 1960 The first high rise was the Park Westwood Tower at Hilgard and Weyburn. More buildings continued after that along the Wilshire Corridor. Ships Coffee Shop was a popular Landmark and the Major theaters had opened in the 1960s on. The movie theaters brought shoppers so more stores started coming to Westwood. Ralph’s, Bullocks, Hamburger Hamlet, Contempo, Wil Wrights Ice Cream, Sears and Roeback, were all Landmarks in Westwood at different times.
