There is much to talk about regarding future development proposals for Westwood Village. Community Councils and Homeowner organizations are talking about all the proposed changes, and the time to start getting involved is now. The once small town Westwood Village is in for BIG changes. The Hammer has plans to expand, the Metro station is coming, and most would agree we need more parking, but high-rise housing? UCLA has plans to add five student housing buildings around campus and Westwood Village. Many residents feel a proposed 20-story housing complex that will replace a UCLA Extension building on Le Conte Avenue will disrupt the aesthetic of the Village. In addition to all the new construction homes (over 20 currently being built) priced between 3 & 4 million, the neighborhood is undergoing change. Between Beverly Glen and Westwood Blvd, south of Wilshire prices are reaching over $2,000,000, to $2,300,000. It is not uncommon now to see multiple offers that are $100,000+ over asking.

There are several sub neighborhoods within Westwood. There is Little Holmby,  Holmby Hills, West Hills, (Warner Ave Elementary)Comstock Hills  which is East of Beverly Glen. The area South of Wilshire between Beverly Glen and Veteran bordered by Santa Monica Blvd (Fairburn Elementary School). You have the neighborhood to the East of Westwood Blvd and Sepulveda. There are the homes South of Santa Monica Blvd to Pico which span E of Beverly Glen to Sepulveda. There are great schools that are the foundation of the community along with parks, restaurants, theaters, places of worship, shops etc. Westwood real estate is changing around Westood Charter Elementary and the homes that surround it are also where new home construction and remodeling are occuring.

With interest rates low there is a lot of new construction. To the North of Wilshire there is an ICO and Possible HPOZ (see previous articles I have written) To the South of Wilshire all around the Fairburn School district there are many new homes being built. There is no restriction to build new homes and remodel.Prices of tear down houses are around $1, 400,000.00 and they are being replaced or renovated with homes that are anywhere from 2 million to 5 million. Because the neighborhood is so central to all Los Angeles has to offer and the great schools there are families looking to move into the neighborhood embracing construction with all the latest finishes. Cesar stone counters, wide wood plank floors, walk in closets, kitchens with family rooms integrated and open floor plans opening to backyards for outdoor living are just a few of the features you will see in the newer homes. New homes often include screening rooms, large garages, top of the line materials, maximum use of space.

Westwood real estate is changing. There will continue to be more remodeling and construction . Demand is high in the area, interest rates are currently low for builders to get money to remodel and build new homes as the area to continues to meet demand.

Stop Adoption HPOZ Westwood Meeting

The Stop Adoption HPOZ Westwood Meeting was held June 30, 2016. This was the first meeting held in Westwood by a collective of Holmby Hills property owners who are against having a HPOZ enacted in Holmby Hills in Westwood or learning more about the proposals being made. Residents gathered who felt they had been misinformed, or not informed about the proposed adoption of a HPOZ for their neighborhood. The proposed Westwood Holmby Hills HPOZ will contain regulations specific to the neighborhood restricting building and remodeling within the community . In the future if you want to make changes to your home you would be subject to approval from the HPOZ. Some of the concerns brought up at the meeting are the possible restrictions ,color of your home, replacing windows, replacement of doors, tree’s and landscaping, room additions, 2nd story additions etc. With the proposed HPOZ you would not just go get a building permit, you would have to go through a process of approval through the city so that what you are doing will not go against the architectural history of the neighborhood. There are good reasons to retaining the character of a neighborhood and restrict overbuilding or building in bad taste but there are other ways to achieve this preservation IE: the BMO or baseline mansionization ordinance that is being reviewed and improved is being noted by those against the proposed HPOZ as sufficient way to help impose improvements and building restrictions . The committee against the HPOZ adoption feels it will be too restrictive and hard to ever undo and end. You can read more about all these points through some of the links attached to this article. I have written articles on the subject before. This meeting was the first public meeting held to Stop Adoption HPOZ Westwood. Click here to see a video of the meeting to learn more. Ben Reznik, Land use attorney spoke to the crowd of Westwood homeowners who had gathered to address the many questions neighbors had. There is a petition circulating against the HPOZ enactment and a committee e mail formed to get more information. ([email protected]) The current proposed HPOZ can be read here. These are all very important links to understand the proposed HPOZ and the issues against the proposed HPOZ — see all the details proposed here.  This evening, July 14,2016 is the first meeting to discuss the HPOZ draft at St Albans Church.  The Stop Adoption HPOZ Westwood Meeting group will be present to ask many questions. The pros and cons of preserving the historic value of a neighborhood versus the freedom to choose what you want to do will be discussed at the meeting and secondary meeting on July 21,2016. There are many previous articles I have posted on the subject. Whether an HPOZ will help or hinder property values in the area will continue to be discussed. Other neighborhoods including Bel Air, Brentwood, Venice etc are all experiencing similar issues as growth and development, and remodeling will continue to present issues of preservation.
