Holmby Hills proposed HPOZ terminated on Sept 30, 2016 .
In a letter from Paul Koretz , Council Member to the 5th District for the Holmby Westwood Community, Mr. Koretz announced his reasoning in making this decision .Mr Koretz stated in the letter ,”I have listened and met with all sides and points of view and my office has attended numerous community meetings regarding this issue. The common theme with the Holmby Westwood Community is a strong desire to protect the neighborhood. It is also clear, however, that the proposed HPOZ is not the type of protection a majority of the community is seeking. “ The letter goes on to elaborate this decision further.
At a time when people feel their voice is often unheard by their politicians ,many Holmby Westwood residents feel the voice the majority expressed was heard!. Paul Koretz took a bold move and reversed a proposed HPOZ when he determined the majority of homeowners did not want a HPOZ in this neighborhood. Discussions within the community continue. Paul Koretz office had to give great consideration to the many voices and differing opinions in the neighborhood. After much thought and communication within the community the office decided it had to redirect their efforts within the community.
What does this all mean for the neighborhood? Holmby Hills proposed HPOZ terminated will pave the way to new discussion about how to maintain the character and quality of a neighborhood as developers seek to maximize square footage and remodel and build within the community. Holmby Hills HPOZ Update gives an overview of what has happened in the area regarding new construction and remodeling. There were several meetings taking place throughout July and August 2016 for discussion about the HPOZ for Holmby Hills Westwood neighborhood. HPOZ ? “Historic Preservation Overlay Zone”.(What is ICO and HPOZ ?)
Proponents for a HPOZ and Anti HPOZ residents met a few times at St. Aidan’s Church in Westwood to discuss their views. (July 14, and July 21 2016) The proponents for HPOZ have been preparing the HPOZ for this area for several years .Many residents formed a large STOP HPOZ committee. Residents expressed they had not been informed or felt misinformed about the proposed HPOZ. Over 500 residents expressed their opposition to a HPOZ. A large amount of written comments, comment cards, and verbal comments were collected and expressed at the meetings .Some homeowners created a petition and contacted their City Council. Some residents felt the restrictions violated their Civil Rights. Some residents didn’t want colors restricted. landscaping, and materials for windows to name a few objections. Furthermore other homeowners didn’t want any restrictions. Other residents felt the only way to protect the character and preserve the community would be through a HPOZ. This community came forward to take action that affects their neighborhood and its future. Value and freedom of choice is very important to the homeowners. Additionally, maintaining the character of the neighborhood and how residents will to do that must be decided.
As a result of the meetings and comments, the proposed Holmby Westwood HPOZ will not be put on agenda for the August 18, 2016 Cultural Heritage Commission hearing. In addition, it will not be put on agenda for the September 22, 2016 City Planning Commission hearing . All the input is now being analyzed .Postponing these meetings will give the Council more time to review.The current HPOZ draft (http://preservation.lacity.org/sites/default/files/Presentation_Public%20Hearing%207-28-16%20FINAL.pdf ) is a proposed guideline.
Similarly, many residents stated they do not want their rights regarding their homes determined by a committee. Furthermore, they do not want a more bureaucratic process , more fee’s, restrictions, and increased length of time for permits. Some residents felt homeowners who have already remodeled would be more fortunate than those who contemplate remodeling and renovations in the future under the current HPOZ proposition .The HPOZ proponents feel that the guidelines can be developed to please residents.

This seems to be a good thing for the neighborhood adding value to an already hot neighborhood . Beautiful interiors with systems that are updated and integration of indoor and outdoor space are some of the reasons the jump in prices is starting to be seen. People in Little Holmby held onto homes for a long time as families raised their children in the neighborhood . There are more homes coming onto the market recently. My best advice if you have a home in Little Holmby and have thought of selling would be to upgrade the systems(plumbing, air conditioning, electrical). Talk with a realtor like myself about staging or preparing your interiors to get the best value for your sale. A two bedroom in the Mirabella facing South Century City views sold in 1 day for $1,675,000 with over 2000 sq ft on a mid floor with views. Compare that with the Blair house 2 bedroom and den with over 2776 sq ft for 2,3530,000 on the 20th floor. Luxury Condominiums on the Wilshire Corridor are selling. There are a lot of buyers looking on the Corridor. In the Park Wilshire Condominiums, a 3 bedroom on the 3rd floor $1,460,000. A 3 bedroom in The Wilshire with 2757 sq ft sold for $2,750,000 on an upper floor. In La Tour, a 3 bedroom with 3190 sq feet sold for 3,450.000.00 on an upper floor.
