Holmby Hills proposed HPOZ terminated

HOLMBY HILLS PROPOSED HPOZ TERMINATED

Thinking of buying a home in Holmby Hills?

Holmby Hills proposed HPOZ  terminated on Sept 30, 2016 .

In a letter from Paul Koretz , Council Member to the 5th District for the Holmby Westwood Community, Mr. Koretz announced his reasoning in making this decision .Mr Koretz stated in the letter ,”I have listened and met with all sides and points of view and my office has attended numerous community meetings regarding this issue. The common theme with the Holmby Westwood Community is a strong desire to protect the neighborhood. It is also clear, however, that the proposed HPOZ is not the type of protection a majority of the community is seeking. “ The letter goes on to elaborate this decision further.

At a time when people feel their voice is often unheard by their politicians ,many Holmby Westwood residents feel the voice the majority expressed was heard!. Paul Koretz took a bold move and reversed a proposed HPOZ when he determined the majority of homeowners did not want a HPOZ in this neighborhood. Discussions within the community continue. The entire HPOZ proposal can be viewed online.

Paul Koretz office had to give great consideration to the many voices and differing opinions in the neighborhood. After much thought and communication within the community the office decided it had to redirect their efforts within the community.

Many Los Angeles proposed HPOZ’s continue to be met with opposition and mixed views. Communities like Carthay Circle and Miracle Mile as well as Venice . have proposed HPOZ’s.(http://www.preservation.lacity.org/hpoz ) Many neighborhoods have adopted HPOZ’s and are happy with them. I have received several calls from residents of different districts wanting to understand more about the issues faced by Holmby Westwood  and how they garnered support to stop HPOZ in the Holmby Westwood neighborhood. Presently the ICO and BMO  are in place. The ICO is set to expire in March of 2017. The BMO is in place. What is ICO and HPOZ ? More discussion within the community about what kind of changes they hope to see and what neighbors can do within communities to improve their voice is the result of the HPOZ process . Home buyers in Los Angeles need to know more about these Ordinances in communities that are affected.

What does this all mean for the neighborhood? Holmby Hills proposed HPOZ terminated will pave the way to new discussion about how to maintain the character and quality of a neighborhood as developers seek to maximize square footage and remodel and build within the community. Many believe it will help property values continue to rise in keeping with the economy as potential to remodel homes that come on the market is now less restricted.

Holmby Hills continues to be one of the most sought after communities to live in Westwood. Great schools, proximity to all Los Angeles has to offer, parks, places of worship close by and charming streets make this a highly desirable community to live in. Beverly Hills is within minutes as is Century City and freeway access. Holmby Hills is neighbor to Bel Air and UCLA. Property values continue to rise. For many years homeowners did not sell often in the neighborhood. Many older homes are coming on the market and the lift of some restrictions to build and remodel will bring more change to the neighborhood. Many in the community want to revitalize Westwood Village . There is a tremendous amount of construction of new homes taking place just south of Wilshire in Westwood where similar restrictions have not been in place. Holmby Hills is located North of Wilshire in Westwood.

This 5 bedroom home in Holmby Hills is currently for sale for $6,100,000. potential buyers are relieved to hear they can make changes to the home on this large lot,(22000+ sq ft) with 5110 sq ft. This  home is within minutes of Holmby Park. The grand homes on large lots are highly desirable luxury properties  in Los Angeles. Now that the Holmby Hills proposed HPOZ terminated many in the neighborhood believe that homes will be remodeled with design and sensitivity

Holmby Hills HPOZ Update

 Construction Holmby Hills

Construction Holmby Hills

Holmby Hills HPOZ Update gives an overview of what has happened in the area regarding new construction and remodeling. There were several meetings taking place throughout July and August 2016 for discussion about the HPOZ for Holmby Hills Westwood neighborhood. HPOZ ? “Historic Preservation Overlay Zone”.(What is ICO and HPOZ ?)

Proponents for a HPOZ and Anti HPOZ residents met a few times at St. Aidan’s Church in Westwood to discuss their views. (July 14, and July 21 2016) The proponents for HPOZ have been preparing the HPOZ for this area for several years .Many residents formed a large STOP HPOZ committee. Residents expressed they had not been informed or felt misinformed about the proposed HPOZ. Over 500 residents expressed their opposition to a HPOZ. A large amount of written comments, comment cards, and verbal comments were collected and expressed at the meetings .Some homeowners created a petition and contacted their City Council. Some residents felt the restrictions violated their Civil Rights. Some residents didn’t want colors restricted. landscaping, and materials for windows to name a few objections. Furthermore other homeowners didn’t want any restrictions. Other residents felt the only way to protect the character and preserve the community would be through a HPOZ. This community came forward to take action that affects their neighborhood and its future. Value and freedom of choice is very important to the homeowners. Additionally, maintaining the character of the neighborhood and how residents will to do that must be decided.

As a result of the meetings and comments, the proposed Holmby Westwood HPOZ will not be put on agenda for the August 18, 2016 Cultural Heritage Commission hearing. In addition, it will not be put on agenda for the September 22, 2016 City Planning Commission hearing . All the input is now being analyzed .Postponing these meetings will give the Council more time to review. The current HPOZ draft (http://preservation.lacity.org/sites/default/files/Presentation_Public%20Hearing%207-28-16%20FINAL.pdf ) is a proposed guideline.

Holmby Hills HPOZ Update

Holmby Hills HPOZ Update

Similarly, many residents stated they do not want their rights regarding their homes determined by a committee. Furthermore, they do not want a more bureaucratic process , more fee’s, restrictions, and increased length of time for permits. Some residents felt homeowners  who have already remodeled would be more fortunate than those who contemplate remodeling and renovations in the future under the current HPOZ proposition .The HPOZ proponents feel that the guidelines can be developed to please residents.

In Conclusion, The City of Los Angeles will be reviewing the matter in the coming months.  Open the above links to understand more about the various issues, history of the neighborhood, architects of Holmby Hills, and styles of homes, What do you think? Stop Adoption HPOZ Westwood Meeting

The Stop Adoption HPOZ Westwood Meeting was held June 30, 2016. This was the first meeting held in Westwood by a collective of Holmby Hills property owners who are against having a HPOZ enacted in Holmby Hills in Westwood or learning more about the proposals being made. Residents gathered who felt they had been misinformed, or not informed about the proposed adoption of a HPOZ for their neighborhood. The proposed Westwood Holmby Hills HPOZ will contain regulations specific to the neighborhood restricting building and remodeling within the community . In the future if you want to make changes to your home you would be subject to approval from the HPOZ. Some of the concerns brought up at the meeting are the possible restrictions ,color of your home, replacing windows, replacement of doors, tree’s and landscaping, room additions, 2nd story additions etc. With the proposed HPOZ you would not just go get a building permit, you would have to go through a process of approval through the city so that what you are doing will not go against the architectural history of the neighborhood. There are good reasons to retaining the character of a neighborhood and restrict overbuilding or building in bad taste but there are other ways to achieve this preservation IE: the BMO or baseline mansionization ordinance that is being reviewed and improved is being noted by those against the proposed HPOZ as sufficient way to help impose improvements and building restrictions . The committee against the HPOZ adoption feels it will be too restrictive and hard to ever undo and end. You can read more about all these points through some of the links attached to this article. I have written articles on the subject before. This meeting was the first public meeting held to Stop Adoption HPOZ Westwood. Click here to see a video of the meeting to learn more. Ben Reznik, Land use attorney spoke to the crowd of Westwood homeowners who had gathered to address the many questions neighbors had. There is a petition circulating against the HPOZ enactment and a committee e mail formed to get more information. ([email protected]) The current proposed HPOZ can be read here. These are all very important links to understand the proposed HPOZ and the issues against the proposed HPOZ — see all the details proposed here.  This evening, July 14,2016 is the first meeting to discuss the HPOZ draft at St Albans Church.  The Stop Adoption HPOZ Westwood Meeting group will be present to ask many questions. The pros and cons of preserving the historic value of a neighborhood versus the freedom to choose what you want to do will be discussed at the meeting and secondary meeting on July 21,2016. There are many previous articles I have posted on the subject. Whether an HPOZ will help or hinder property values in the area will continue to be discussed. Other neighborhoods including Bel Air, Brentwood, Venice etc are all experiencing similar issues as growth and development, and remodeling will continue to present issues of preservation. There are so many issue discussed in the posted links so don’t miss the opportunity to view videos and important links

Caron Schwartz is  realtor who works in Holmby Hills and Westwood and has written many posts about the area which includes the Wilshire Corridor and Bel Air. Homes for sale in Westwood are affected by these decisions that are being made. Bel Air Real Estate is facing all the issues of HPOZ and Baseline Mansionization Act. There is currently a IOC in these areas.(Interim Control Ordinance).

Little Holmby homes listed over 4 and 5 million

Little Holmby homes listed over 4 and 5 million are becoming more common on the market recently. Little Holmby has always been one of the most desirable neighborhoods to live in Los Angeles. Due to great schools and central location this beautiful neighborhood with such a varied array of beautiful style homes has seen home prices of 2 and three million for years.  Many grand old homes on large lots are being remodeled and in some cases prior to the moratorium and HPOZ ICO rules being enforced, homes have been torn down and large new homes have been built. This seems to be a good thing for the neighborhood adding value to an already hot neighborhood . Little Holmby homes listed over 4 and 5 million includes more than 13 homes sold pending or active in the past 6 months! Beautiful interiors with systems that are updated and integration of indoor and outdoor space are some of the reasons the jump in prices is starting to be seen. People in Little Holmby held onto homes for a long time as families raised their children in the neighborhood . There are more homes coming onto the market recently.  My best advice if you have a home in Little Holmby and have thought of selling would be to upgrade the systems(plumbing, air conditioning, electrical). Talk with a realtor like myself about staging or preparing your interiors to get the best value for your sale. If you’re looking as a buyer for a home in the neighborhood we have seen more listings on the market in the past few years than ever before. There are currently some restrictions on tearing down homes and remodeling so you want to be informed about this. View some of the Little Holmby Homes listed  over 4 and 5 million. As you can see in pictures below, interiors look great and there is a flow with indoor and outdoor space.
