The future of Westwood Village . For years the Village has been caught between anti development vs. development. These changes affect surrounding communities around UCLA including  Holmby Hills, Bel Air, Westwood Hills, The Wilshire Corridor, etc. Learn more about what is being proposed for the area.

Secondly, The future of Westwood Village has been surrounded by controversy about development. The Casden project, developed  many years ago, received a lot of resistance to a large project in the Village. Once approved, it provided more housing, Trader Joe’s, parking , other retailers and restaurants for the Village. In addition, the former Bullocks location houses  “supersize” Ralph’s ,parking and City Target. The increase in parking spaces helped bring more residents to the Village. Also noteworthy, developers see that it could be a larger booming retail, shopping, and restaurant mecca. Historically students have not been big spenders to support retail. Uniquely, Westwood Village still retains a small town feel. Thursdays draw in locals and people working in the community at the Farmers Market. Wilshire Corridor Condominium Sales October 2016 include 11 condominium sales. I’d like to tell you about some of those sales so you have a better understanding of the sales on the Wilshire Corridor. Of the 11 sales noted, 2 are 1 bedroom, 7 are 2 bedrooms, 2 are 3 bedrooms. In October 2016 there were 2 one bedroom condominiums sold for $465,000.00 and $507,000.00. Both were under 1000 square feet. Amenities in the Wilshire Selby West and Crown Towers differ as does location, square footage and upgrades in the units.

7 two bedroom condominiums sold ranging from $484,000.00 to $2,750,000.00  . The Grand condominiums had 2 two bedroom units that sold. They couldn’t be more different! One had been updated, the other had not been. The updated unit sold for $940,000.00 1722 sq ft facing South . with 72 days on the market. The other condominium sold for $938,000.00 with 1940 sq ft has Northwest and green views. It was on the market 127 days . A two bedroom condominium  at  The Wilshire Selby sold for $484,000 ! It has 964 sq ft.

Buying a condominium on the Wilshire Corridor requires expertise to analyze the units. I am familiar with all the buildings which helps you compare values.

One of the two bedroom Wilshire Corridor condominium sales October 2016 was in The Wilshire. This is a two story 24th floor condominium that sold for $1,865,000. Along with exceptional views, it is unusual to have a two story unit. It has 2397 sq feet with direct access private entry from the elevator.  A two bedroom in the Blair House at 10490 Wilshire with 2776 sq feet sold for $2,348,000.00. The Remington at 10727 Wilshire.  had a 2 bedroom sale with 2929 sq feet. The sales price was $2,759,000.00. Each of these buildings has different amenities to offer and accounts for some of the differences in prices.

A two bedroom in the Mirabella facing South Century City views sold in 1 day for $1,675,000 with over 2000 sq ft on a mid floor with views. Compare that with the Blair house 2 bedroom and den with over 2776 sq ft for 2,3530,000 on the 20th floor. Luxury Condominiums on the Wilshire Corridor are selling. There are a lot of buyers looking on the Corridor.  In the Park Wilshire Condominiums, a 3 bedroom on the 3rd floor $1,460,000. A 3 bedroom in The Wilshire  with 2757 sq ft sold for $2,750,000 on an upper floor. In La Tour, a 3 bedroom with 3190 sq feet sold for 3,450.000.00 on an upper floor. HPOZ and ICO in Holmby Hills

October 8, 2015: The HPOZ and ICO in Holmby Hills is causing a stir among some residents. The meeting of the members of Holmby Westwood Property Owners Association and neighbors on October 8,2015 was held to begin discussing the prospective HPOZ for the Holmby Westwood neighborhood. The meeting was presented with the City Historic Preservation Committee in a community outreach meeting.
A presentation by the City was given to outline the future meetings that will be held to discuss more specific regulations that would govern a HPOZ should neighbors decide to approve a HPOZ. The City gave some examples of other areas of the city that have adopted a HPOZ and typical restrictions that could be imposed. There was discussion about some of the current restrictions imposed and the process of getting permitted to make changes to your property that are in effect. The initiators of the HPOZ felt that the community has been informed about the prospective HPOZ for a long time. The hope is that the HPOZ and ICO in Holmby Hills will curb mansionization that is occurring in many Los Angeles neighborhoods where some builders are creating oversize homes that do not fit the character of the neighborhood. Some Attendee’s felt the turnout for the meeting was not representative of many of the neighbors in the neighborhoods that would be affected. Those in attendance were learning about the HPOZ for the first time and the IOC that is in effect in Holmby Hills. There was heated discussion about the effect that the HPOZ will have on property values in the neighborhood and who will be deciding what specific guidelines could be adopted. Some felt it would have a positive impact, some felt it would have a negative impact, and suggestions were made that the neighbors need to be more involved to have imput in what the rules within a HPOZ might look like.

Currently Holmby hills has a INTERIM CONTROL ORDINANCE that restricts remodels and stops the tearing down of homes in the neighborhood for the next few years. The intent was to curb new construction while some more specific guidelines could be created to help avoid homes being torn down with little regard for the neighboring homes and character of the neighborhood. The ICO (http://zimas.lacity.org/documents/zoneinfo/ZI2443.pdf)  has been in effect for several months. Residents spoke up stating that many residents are just learning about it.They felt it was not a highly publicized initiative. Members of the Board stated that the ordinance and HPOZ have been discussed for a long time. One family expressed their concerns about having a one story home and their hope to add a second story or a future family having an interest in buying their home with the potential to add a second story .They have concerns If there are restrictions placed on adding a second story in the future which they hoped would increase property value  They are residents of the neighborhood for a long time and had looked forward to future appreciation for families that may want to buy homes in the neighborhood. The City stated they did not encourage adding a second story but that future and further discussions would be held about adding second stories to homes. Leaders from the City tried to express their intent to preserve the historic value of the homes in the neighborhood.contact Kimberly Henry, Planning Assistant ,who represents the city, gave an example of current restrictions regarding replacing windows and most older homes have wooden windows so they would encourage the use of wood windows for replacement. Other residents expressed that new building materials for windows may in some cases have better thermal properties ,cost, etc. Some attendee’s said the specifics have not been addressed and on some level they agreed with having a HPOZ but this evenings discussion gave them concern for the rules that may be made. They felt that if more people learn about it, they will understand how it affects their property and should be involved in the process. Many residents complained that they felt other people should not dictate what they can do and can’t to their homes. Other residents spoke up and said there will be more meetings to express their views.Those supporting the HPOZ reiterated that it will be good for the preservation of the neighborhood. Most agreed that they were in favor of preserving the character of the neighborhood, but not if they don’t have a say in the specific rules that will affect them.There were comments that the residents in general in Holmby Hills were not informed about many details. It was suggested that it is important to read the IOC , inform more residents ,and get involved in further discussions about future restrictions in the neighborhood or select few will be deciding the future of Holmby Hills. The City announced they plan to hold more meetings between now and December to move the process forward. Some in the audience felt there were few residents informed about the meeting and therefore very few residents were present at the meetings .
